I said the former (clarifying with "more willingness" in paragraph 2 below diagram 3) in addition to the latter, and while I believe both are true I stand by "strong tactic" as my primary characterization.

I guess one way to address this question is to ask whether Blue would prefer to play 6/5 or to (illegally) refuse to play any ace at all. Any insight on this question?

Fair enough. Yes, I believe 24/20 6/5 gains substantially over 24/20 by itself. If I thought it neutral or close, I might have given serious consideration to U (Up, 24/20 24/23), which looks not just a little weaker but a lot weaker (than both W and P) to me. As Blue, I love having that fifth checker slotted instead of stacked even with White on roll.
