"Rich, The contradiction is that SINCE the policy begins today, there is no way that the players in ABT tournaments the first five months of this year, or from those drawsheets obtainable from 2009, will have had "all the information required to infer prior to play which matches will be rated and which ones will not" by definition."

Imagine that BGO adopts a policy effective June 10, 2010 that all posts must contain the phrase "MCG is a Donkey". Would that create a contradiction because there are some posts from 2009 that do not contain the required phrase? No. Everyone would understand that it means that the rule applies for posts after the effective date and not for posts prior to the effective date.

I agree, the ratings and stats database will contain results prior to the publication of the policy. It is not a perfect world and we believe as you do that the value of including those results outweigh any negatives.
