I'm not sure how the current rules read, but I think the rule should read [ATTENTION USBGF] that in such a case (within the first five rolls) the position is rewound to where the (first) illegal move was played, the move is played correctly, and then new rolls continue from there.
For example, in this case, I think the position should be reset to 62S-54 (i.e., White plays 62S, and Black is required to play a 54 from the proper starting position), and Blue rolls a fresh roll from there. (I think this was Stick's recommendation as well, though I may have misremembered in skimming through all the posts.)
If a play is made from an illegal position that could have been played anyway, then the ensuing sequence stands. For example, if Black had started with the same improper ace-split position and the sequence was 62S-64H-61R and the wrong starting position is noticed, then Black's 23pt checker gets nudged back to the 24pt and he is on roll after White's 61R play.
