If the players disagreed here I think I'd rule:

Fixing the incorrect starting position means moving the checker misplaced on 23 back to its correct place on 24. As it now has moved elsewhere you cannot actually do this physically, but it is easy to do mentally - just suppose it was originally on 24. Then the play made was 54: 24/14* illegal, but condoned. Play on.

However, here it seems that it is the player who erred and stands to gain from the error who notices, and let's say that the players agree on a way to resolve it - either by restarting, or by agreeing on a normal legal 54 which would naturally have been played. Then I would let them do so as TD, under 1.1 interpretation
