If I let Brown replay his 5-4 13/4*, it seems fair to let Cream reroll his 6-1. I don't like allowing replays and rerolls for any reason, including fixing an error in setup.
I could cancel the game. I like that more, but not much. either. A game started, there was a 6-2 and a 5-4 and a 6-1. I don't like cancelling rolls and plays.
A more palatable solution to me is to have Brown replay his 5-4 normally, either 13/8 6/1* or 24/20 13/8. And then Cream plays his 6-1. It doesn't bother me that Brown knows Cream will roll 6-1 after his play. It doesn't seem fairer to either player to have Cream reroll.
But Sam's almost convinced me to treat the 5-4 hit as an overlooked illegal play, that the Rule should be rewritten or authoritively interpreted, and the position and all rolls stand. I think he's right that the rule usually bears on situations where a checker not yet of import has been left off or misplaced. However, I'd like to see if anyone can come up with other Rule 4.7 violations that would argue against a rule change (or interpretation) to the effect that the Rule applies only to positions which can be corrected without undoing rolls or moves or restarting the game.
