I can't speak for Paul, but what attracts me to 14/10 is that it is slightly better for making the bar. 6-away and 3-away combine especially well as double coverage. In particular 5-3 makes the bar after 14/10 but not after 13/9, and I don't see any numbers that work for 13/9 but not 14/10.

But maybe preparing to make the 6-prime outweighs the two extra cover numbers.
