For comparison, 31P-53P-31 is in Nack and Paul's book. There, 13/10 6/5 is listed as best, but the two most plausible alternatives are very close.
Since Yellow is slightly behind in the race, with a better priming structure, and since Black has only a mediocre priming structure, Yellow's most attractive gameplan is to keep priming. However, splitting as a defense against Black's prime also has some value, despite the possibility of getting attacked and of making doublets play less well.
The position after 31P-53P-31 played 13/10 6/5 is stronger priming play than the position after 31P-53P-21 played 13/11 6/5 because a checker on the 10-point is a direct builder for the 4-point. If 13/10 6/5 only narrowly edges out its competitors then I think 13/11 6/5 will at best narrowly edge out its competitors. For example I think that 13/11 6/5 will be better than 13/10 but not hugely better. Similarly 13/11 24/23 is probably not as good as 13/11 6/5 but I doubt the difference is huge. On the other hand I suspect 24/21 will be clearly in fourth place.
