24/23 doesn't seem to help at all to "freeze" White's eight point checkers or a White four to play. Indeed the opposite, since it steps into cover'n'attack plays when White rolls 4-4 or 4-3. Otherwise, White will simply keep the 8 point and either make the 3 point or bring another checker or two down from the midpoint, or both. Some 2/3 of White's numbers will make the 3 point, leaving Blue only aces to advance with, after 24/23.
