I think we discussed this here or on GU a while back. If you mean 4th and Goal in every case then the breakeven point (from memory) as around the 10 yardline.

As an aside, 4th and 1 is almost always a non-kick (FG or punt). One obvious exception is with time running out where a FG will win the game. Another when you lead with time running out and a failure would give opp a FG try to win. We wrote about this rule of thumb in an Esquire article a few years back.
