Correct. First round loser (not later round loser) can pay another entry fee, or slightly reduced entry fee, but does not pay another "registration" fee, and start over again in the first round, most likely against another rebuy opponent. Rebuys are accepted until the bracket is full. For example, if 100 players are in the tournament, 28 rebuys will be allowed. A player who rebuys forfeits his right to play in the consolation based on his initial loss. After he rebuys, he is treated like every other player and can play in the consolation. When rebuys are allowed, there usually is another random draw after the first round so that the rebuy-players aren't lumped together at the bottom of the drawsheet.
