Is chouette "special" always warranted?

We are thinking of simplifying our chouette rules.
The proposal is to have the box be decided only by the outcome of the captain-box game. In other words, no matter how many points the box nets, if box beats captain, box keeps box; captain takes box if captain beats box.
The problem is that the captain will have an incentive to take questionable doubles (hoping of course to win and take the box), but idling the crew.
My understanding of a "special" is that when the captain takes a bad double, a crew member can offer the captain 1 point to take his/her cube. Thus the crew member will have a stake in the game and not idly wait. If captain refuses a special, he/she drops along with the crew.
Take the situation where box offers cubes. Captain takes; all crew drop. Question: Should each crew member offer the captain a "special" automatically?
