You can't pick and pass in Takhteh

I've seen many posts over the years with confused people righteously claiming that "you can't pick and pass in your home board!" Apparently, this is a common house rule in many places.

Is this a backgammon position or a Takhteh postion?

Blue is ahead in the race and white's board is strong so perhaps simply tidying up with 15/13 8/7 is the way forward. Pick and pass only leaves 44 and 22 to hit so it looks playable. 8/7 6/4* also looks viable, but seems a bit loose with the race lead and opponent's board.

I'll just tidy up - even if white makes a second anchor she will lack timing for a backgame. The midpoint needs unstacking, but that can be done later.
