It sounds like you want to remove all "playing the opponent" considerations which I suppose means making the best theoretical play, in other words the best play to beat a perfect opponent. Suppose we constrain to a certain matchlength. What reason is there to consider decisions at all? Just add up all the errors made (and decide if want MWC or normalized) in the entire match and that is the measure to use. Some guess could be made then of how to merge different matchlength results together.
