Four Blot forcing roll

Puzzle:

Part 1: Give a position and roll such that no matter what legal play is made the player has four more blots than they did before the roll.

Part 2: What is the maximum number of blots a player could initially have such that no matter what legal play is made the player has 4 more blots than they had before the roll?
