OT problem regarding a failed vote that required super-majority approval

The BOD of a homeowners’ association wishes to raise taxes on its membership. Bylaws stipulate that the approval of any tax increase requires a 2/3 majority of the members present and voting in person at a semi-annual meeting.
The tax-increase motion is duly put to a vote, and it fails by two votes. We don’t know the number of voters present – we only are only told that the motion was short by two “yes” votes.
Absent any additional nay voters, how many additional yea voters would have had to attend the meeting for the tax increase to have been approved? (As always, an incomplete answer is a wrong answer.)
