The very first paragraph of the new rules, in section 1.1 Interpretation and Scope, ends with (emphasis added): ... no rules other than these Rules may be used except as may be expressly promulgated by the Tournament Director in advance.

I interpret this to mean that you could promulgate (assuming it is legal in North Carolina to promulgate in public) your intention to not use the new dice flat on checker clause while still remaining in affiliation with the USBGF if you so desire.
