See my comment later in the thread. The standard for "flat" really has not changed. The sewn pip example is analogous to the dimpled checker example.

So now you admit that you have had to make "many" rulings under the old rule? And just because of sewn pips? The fact that you have "almost always" ruled that a checker sitting on a sewn pip is flat is telling. What is your standard in these cases? Obviously, it must be tilted more than 1%, right? Does it need to be 3%? 5%? Do you have any pictures of a die on a sewn pip where you would rule it's cocked?
