Colin: It's my opinion that the probability of a 1% tilt is far greater with the new rule. That's because the underlying surface can be a checker, two checkers, or some air. Under the old rule, it's going to be 100% flat except when a die is touching a wall. However, if you have a cheap board, a die may be tilted because it's resting on some stitching. One member of my club has such a board. He's asked me for rulings many times. Almost always I've ruled that the dice are flat.
A 1% variation is too imperceptible for my eyes to discern. Tapping the board to see if a die moves 1% doesn't sound like a good test.
I'm a proponent of KISS ("Keep it simple, Stupid"). This new rule is definitely not KISS. I will not adopt it at my club.
