Jeb,
I was playing a match in our club's February 6th tournament. My opponent was Eddie Scarboro, a lawyer. On a couple of my throws the dice landed in the positions shown on my web page. I immediately told Eddie "I want to take a couple of pictures". I took pictures and then rethrew the dice ... because our club doesn't comply with the new USBGF rule.
You assert that lying flat is easy to discern. It is if the dice are lying on the board's surface. The angle will almost always be 0 degrees.
If a die is atop one or more checkers, the angle could be 0 degrees, 1 degree, 2 degrees, 3 degrees, ... 45 degrees, or anything in-between. If anything other than 0 degrees means "cocked", then that's a huge problem. Arguments can ensue ... particularly if thousands of dollars are on the line and the angle is 1 or 2 degrees.
Regarding my pictures. how would you rule for each? You didn't answer that question.
