It would only really have benefit if your opponent is very low on time

This is how you get an opponent low on time, and frustrated to boot.

But in that case, I could do the same thing with the old rule -- provided I'm not equally low on time.

This is why you can't do it from the beginning with the old rule. You burn your own time and frustrate yourself.
