I think it is very rare under either rule. I don't have enough experience yet to say if I think it will be more common under the new rules. My guess is that it would be LESS common, since checkers typically offer less friction that the playing surface, so the die would be more likely to settle to a flat position. But I have no real evidence to back that up. (acknowledging that the friction of the wall has a bigger impact of whether the die settles)
