You may as well ask "why is my driving at 30 mph in a 25 mph zone not legal? I can drive perfectly safely at 30 mph on this stretch of road".

The answer in both cases is, because that is how the rule is codified.

I believe that when rules long-settled are changed, a cost-benefit analysis should be attempted. I'm not convinced that the benefits of the new rule outweigh the costs.

I understand the desired benefits- to speed up the game and to reduce the imposition on the player having to roll on the bearing-in side. I have ideas on how to get these benefits without the costs of the increased ambiguity in some situations, but I won't be sharing them until that dog and John Klein get some satisfaction.
