For the record, I just ran a four day tournament w/ 137 players in the ABT events -- more in total otherwise. We played with the new rule. I might have been asked five times for a ruling on whether or not a die was cocked. In every one of these instances the ruling, from my perspective, was obvious and every ruling was readily accepted. Most only involved people who had not yet played with the rule becoming familiar with the details.
In my opinion, it is a totally insignificant/inconsequent rule change with zero negative impact on the game. I like it, a lot. It speeds the game up and alleviates the frustration resulting from an opponent who cannot consistently roll dice on the board.
I've heard it best summarized by several players, including one director. You don't realize what an improvement the new rule is until you play with it for awhile and then go back to the old rule. "Boring" and "archaic" are the terms that have been used to describe the old rule by those experiencing these occurrences.
