Bob wrote, "Everything Jake wrote about each nationality having an equal bias towards their country is consistent with the results. It might mean that the Croatians really got the vote out."

So what does this mean? The first sentence speaks of consistency. It states that there is no logical contradiction between what Jake wrote and the results. This is a factual claim. Even if it is false, and there is a demonstrable logical contradiction between what Jake wrote and the results, then Bob's statement would just be a factual error rather than an opinion.

The second statement uses the word might. The word might expresses possibility. Whether or not the Croatians actually got the vote out, it is at least a possibility that they did. Therefore the statement that this is a possibility is factual.
