Potential for Stacking the Giants vote......

Full disclosure... I don't vote and never have. I don't play enough to vote.

But I have joked for several years that all might take is a small group of 10 or so folks to put a totally unknown name as #1 on their ballot and that person could likely show up on the top 32 possibly well up in the list. In my joke, I use a colorful local DC female player that has never played in any ABT event at any level.
