Bob's point, I believe, is that you can often avoid entirely the need to divide by 1296.

For example, if you know that one-quarter of 1296 is 324, then you can figure out whether some number is greater than (or less than) one-quarter of 1296 just by seeing whether it is greater than or less than 324, instead of dividing by 1296 and comparing to 0.25. This is a trivial example but you can apply the same sort of principle more often than many people realize.
