ruling on premature cubing

If it seems you cube when your opponent has not completed his turn, you get a reaction that could provide valuable information to the cuber if he or she can retract his cube action.

Isn't the problem that the rules are written ambiguously? If it is clear to all when an offered double counts (and when it doesn't), there is no reason to react unless the double is legitimate.
