The key here, in my opinion, is to identify what a knowledgable player of the game would expect when he sits down to play the game. Would a knowledgable player expect their opponant to lie about the pip count in backgammon? I do not claim to know the answer.

However, let's we take another game - poker for example. A knowledgeable player should expect their opponents to lie, deceive, bluff, etc. Because it is part of the game, and those who are better at those (in addition to other skills) tend to win in the log run.

Are the examples listed above part of backgammon in such a way that we accept that those who are good at these should be rewarded with more wins? If the answer is yes, then it is part of the game. If no, they should fall into one of two camps - unethical play or cheating. But that is another discussion...
