Is pay to play the only way to hold tournaments?

I'm not complaining about losing by luck. I actually win marginally more than I lose, according to my Java FIBS record, and my winning percentage increases with match length. However, I do observe that my luck advantage is much greater than my skill advantage when I win on most occasions. I understand that terms such as "most", "usually" are not quantified and could be. When playing against a human player, I find it disappointing to outplay my opponent and lose, and embarrassing to be outplayed and yet win the match by luck.
I've read almost everything online that Phil has written about luck, and have taken guidance from it, realizing that I get as much luck as everyone else in the long run. I don't have a problem with the other player having his or her share of luck. I do have a problem with dice-whiners, but that is a different issue entirely :D
In my own naive little way, I generally assume that my 53.5% win rate means that I win by skill about 3.5% of the time, and the rest is all luck. I haven't tried to think this through in a theoretical sort of way, but this understanding seems to be justified by the luck/skill analysis provided by GNU. I'm not preoccupied with luck, and tend to take heart when personal error rates are low, win or lose.
