Is pay to play the only way to hold tournaments?

Possibly national organizations dedicated to promoting backgammon for its members? There is no reason events designed to attract new players have to be run the same way (or even at the same time/place) as events designed to attract regulars.

Thank you for all the TDs who've found a way to host the events we currently have. But it's likely not economically feasible to expect these TDs to also be investing in the types of promotion needed by the game as a whole. So for example, if it turns out low-entry events would attract new players but run at a loss, isn't that the type of opportunity the national organization is created to address in the first place?
