Everything you say sounds reasonable to me, except for one technical quibble:
That brings up another issue, it takes more than 1 person for this scenario to take place. You need two crooks to pull it off.
I don't think that this is true. It seems highly likely that Borislav Ivanov's chess cheating method was this: He acted alone, hid a smartphone in his shoe, entered moves by toe movements, and received feedback via vibrations. (Other theories are harder to reconcile with the observational evidence of Ivanov's behavior.) Backgammon moves are slightly harder to communicate than chess moves (Nactation, anyone?) but I don't think it's impossible to cheat a la Ivanov, especially if the vibrations are replaced by synthesized speech piped through the headphones. In fact, acting alone probably works better because it's probably faster to toe-tap than to get the information to a confederate and back somehow.
