Noone is proposing to scrap giving trophies etc for doing well in tournaments. A titles system like this is a supplement to that. One gets both, and both are useful within their own terms of reference.

The justification you seek is the fact that since the nature of backgammon allows a relatively weak player to do well in a tournament (which is fine), having a system in place that filters much of the luck variance out of the equation allows people to have an extra, more skill-based criterion to judge players' levels of competence more accurately. You answered your own question when you stated that "Titles should be given for achievements and winning tournaments...". Winning a tournament is an achievement, but so too is spending many years studying the game to be able to play under X PR.
