That is a very difficult question in general.
For long races it is understood fairly well and for very short races it may be brute forced sometimes. Trices book Backgammon Boot Camp is good here. My article here gives the numbers you want for long races at various scores. http://www.bgonline.org/forums/webbbs_config.pl?read=97777
There are some rules of thumb regarding number of market losers. Look over JOhn O Hagan's posts and you will surely see it. I think the most important though is just having some reference positions of when the cube is borderline and use those to compare. When you loot at a money play position also pay attention to win % ages and gammon %ages which will help when you adjust it to match play. Kit Woolsey's Backgammon Encylopedia has a good collection of cube decisions with comments. You should also be generating your own as you look through matches you have played. When you see a big error look at the position both for money and at score to see if it was the checkers position or the score that gave the problem. My article also discusses ho to shift from what you now about a money play position to match scores.
