Yes, this is correct, although even with three checkers on the anchor, trapping can sometimes be indicated. It's more common when you still have outfield coverage, because the most likely scenario is that a single checker runs, and you can attack the fleeing checker but not the anchor (at least not immediately).

In Phil's position, the main point is that White's crunched board means that she still has some racing chances. By holding the prime, you gain some pips in the race without letting White escape a checker. Even though White's racing chances are bad, this strategy is worthwhile because the risk is very small. This is a pretty common theme. Is it Mary Hickey who likes to say that there's no such thing as a won race?
