The luck is calculated based on how good or bad a roll is compared to the average roll at that moment, assuming the player makes the right play. If he makes the right play or wrong play affects the PR, but not the luck calculation.

All true. But surprisingly, it doesn't follow that a strong player against a fish will be lucky in 50% of the matches in the long run. Instead, he will be lucky in nearly every match that he wins. For example, I don't think I'd find an example of a bot win despite worse luck among my most recent 100 bot training matches. And I am not close to a 50% win rate.
