It is important to understand the strengths of each candidate deuce. Playing 13-11 intends to fight over the bar point as well as aiming at the five point. It is an offensive play. Splitting 24-22 increases the chances of making an anchor after being hit. It is a defensive play.
You probably noticed the similarity of the given position to the well known move 62S-62 for which X (hit and split 24-22, 13-7*) is correct. Adding the four point, improves our offensive potential encouraging us to play 62D (Down 13-11, 13-7*) instead. And in fact 62D is correct in the posted position.
But, before we congratulate ourselves, let's look at how a 63 would be played in the same position. Now, 63X (Hit and split 24-21, 13-7*) is best. And the same logic applies to this move as it does to 62. What is different? If you look at the equities, you will find that D plays similarly for both 62 and 63. However, 63X is significantly better than 62X. The split to the three point isn't worth much in this position. The split to the four is worth more. This reminds me that Stick has taught us the three anchor sucks.
So, to get this move right at the board, we need to see the four point encouraging us to make an offensive play. And we need to see the split to the three point as being a relatively low value.
