If both statements are right, then this is clear proof that dishonest players are not the only ones who benefit from legal moves.

I think you are trying to prove a point that is hardly in dispute. Clearly if GoodGuy plays GoodGal, and they both make some small percentage of accidental illegal moves, then each of them may benefit at some point from the application of legal moves if all illegal plays are caught and corrected. Clearly if GoodGuy plays BadGuy and GoodGuy catches and corrects his own detrimental illegal move under the Legal Moves rules, then GoodGuy benefits.

But conduct this thought experiment. GoodGuy, who will make some small percentage of accidental illegal moves, some in his favor, some not, will also always immediately ask for correction of all of BadGuy's illegal moves. BadGuy, however, in addition to his accidental illegal moves, will make some illegal moves in his favor, which he will "not notice", and he will "not notice" any of GoodGuy's illegal moves which benefit BadGuy. It is not hard to see who clearly benefits in this scenario, and I am confident in inferring that this is what Bill was driving at in his authored statement, "It’s a law that will benefit dishonest players...", which is not logically equivalent to the hypothetical statement "It's a law that will benefit only dishonest players."
