It strikes me that one thing that sets GNU Backgammon apart from most other software projects is that most other software projects with a comparable level of maturity would have progressed far beyond 1.0 by now. That GNU Backgammon hasn't is an artifact of various factors that you sketched.

Given that, I'd propose that the philosophy should be to break out ASAP of the vicious cycle that the project has somehow gotten into, that prevents the version number from ever getting to 1.0. The new net is a good excuse to do that; surely hardly anyone would complain about moving to 1.0 on the basis of the new net.

After breaking the 1.0 psychological barrier, the GNU team can then think about how to get back on track with a more "normal" version numbering scheme for future releases.
