Nice brain teaser.
While it is possible to claim that a legal backgammon game can include illegal moves according to tournament rules, I will leave this behind.
Do not scroll below, unless you want to see my answer.
This position is not possible, because blue has 3 checkers in white's home board. This means that blue fanned and entered one checker 2 rolls ago. By doing so blue would sent back a white checker. This is mandatory, because white needs to roll 13 twice to be able to have 2 checkers on blue's 4 point. But for the above scenario to happen, white should have at least 3 checkers inside the board. If blue had 4 checkers inside white's board then this would be a possible position.
