I suspect one main factor why $ is best at pure GS, but not at some other GSish scores is that at those other scores, backgammons matter. But that's really just a guess, invited by the pattern.

I'm slightly more sure that part of the appeal of 21S at 2a:4a and maybe some other 2a scores is that if you get crushed with immediate blitzing sequences, your opponent will already have lost his market by a mile.
