The infractions that I want a time penalty for:
...Picking up the dice while your own clock is running...
IMO, this one needs some discretion with players new to the clock. Because that is the way you end your turn in non-clocked BG, it is not an easy habit to break when you aren't accustomed to playing with a clock.
The damage occurs when the two players can't agree on what the roll was (i.e. player who was on roll may have made a move inconsistent with the dice -- illegal move -- but s/he thinks it was consistent. Someone was misreading the dice but now the evidence is destroyed. In this case, IMO, whatever the non-offending player claimed the dice were becomes fact.)
A less-frequent form of damage occurs when the player picks up the dice puts them in his/her cup, and THEN punches the clock. Now player on turn (clock running) has no dice to roll. Fortunately with the digital delay, as long as player on turn hits the clock within the delay period, the only time penalty is to the flow of the entire event (and a negligible delay unless the infraction is frequent).
