Rollout + follow-up question

Publishing this already since I didn't want to discuss the other options, and between 24/16 and 23/15, you could guess what was played otb, and what is the best play.

Two reasons I came up with are that 1. after 24/16, only 66 hits from the 21 point (otherwise 65 does, that's one more number and a lame roll otherwise) and 2. when we come out, we slot a (very advanced) "anchor" - if left alone 4 numbers make it after 24/16, but only 2 after 23/15.

Can you rationalize other reasons why this is the dead obvious play? ;)
